Michoacán, primer Estado en aplicar Nuevo Modelo de Auditoría que impulsa la ASF
Uruapan, Michoacán, a 16 de julio 2019.- Para coordinar acciones en materia de prevención, detección, disuasión de hechos de corrupción y mejora de gestión gubernamental, Michoacán se suma al Nuevo Modelo de Auditoría, siendo la primera entidad donde se aplique el programa que impulsa la Auditoría Superior de la Federación (ASF).
Así lo dio a conocer el titular de la Secretaría de Contraloría del Estado, Francisco Huergo Maurín, durante las actividades de la Primera Reunión de Órganos Internos de Control (OIC’S), en el que se destacó que, para el Gobierno que encabeza Silvano Aureoles Conejo, la transparencia, la rendición de cuentas, el orden, el control y el combate a la corrupción, son principios de actuación cotidiana con sustento legal en su aplicación.
En ese sentido, el secretario técnico de la Dirección General de Auditoría de los Recursos Federales Transferidos “D” de la ASF, Guillermo Orozco Lara, señaló que Michoacán se ha hecho escuchar, toda vez que se ha acercado con las autoridades federales fiscalizadoras para participar activamente en los nuevos mecanismos de coordinación ante este orden de Gobierno.
Durante su participación, detalló a los OIC’s de las dependencias y entidades de la Administración Pública Estatal, así como a directivos y mandos de la Secretaría de Contraloría de Michoacán (Secoem), que este proceso de auditoría se basa en utilizar – en su mayoría – tecnologías de la información, tal como Block Chain, Big Data, análisis de textos, cruce de análisis de datos, entre otros, para eficientar la labor auditora.
Con ello, mencionó que se podrán detectar anomalías o irregularidades de manera preventiva, lo que permitirá tener una noción de dónde se debe fiscalizar con mayor precisión, lo cual reducirá los tiempos de respuesta, ya que, mediante un trabajo hecho por el programa, se logrará que los auditores hagan un trabajo enfocado, profesional y más robusto.
Ante esto, el titular de la Secoem, Huergo Maurín, coincidió que es imprescindible fortalecer a la administración pública en los diferentes órdenes de Gobierno, puesto que de este proceso -al cual se suma Michoacán-, se tienen que ver resultados en el mes de febrero del próximo año.
Finalmente, reconoció la trascendencia que tiene la fiscalización para el cumplimiento de los objetivos del Sistema Anticorrupción en la entidad y a nivel nacional, puesto que la credibilidad, el carácter técnico, la rigurosidad analítica y el profesionalismo en el desempeño de la auditoría gubernamental, deben ser los pilares de esta etapa en la vida institucional del Gobierno del Estado.
