Lázaro Cárdenas, Michoacán.- El síndico municipal Miguel Ángel Peraldí Sotelo como el extesorero municipal Manuel Esquivel Bejarano, se confrontaron en sala de Cabildo, al término de la conferencia de prensa de la presidenta municipal María Itzé Camacho Zapiaín.
El origen de la discusión, fue por el nombramiento de Ángeles Olea Berenice Escobar, como encargada de Tesorería Municipal.
Esquivel Bejarano, que el pasado cinco de marzo presentó su renuncia a la alcaldesa por motivos no del todo clarificados, cuestionó el actuar del síndico, quien amagó con notificar a la Auditoría Superior de Michoacán por la designación de la subtesorera, ya que de acuerdo con la Ley Orgánica Municipal, es ilegal.
Sostuvo que, de acuerdo con el artículo primero transitorio, del Reglamento Interno de Organización de la Administración Pública, el nombramiento de la funcionaria es ilegal.
“El presente reglamento entra en vigor al día siguiente de su publicación en el Periódico Oficial del Estado; en el Periódico está publicado el día martes 09 y entra en vigor el día 10. El nombramiento de Ángeles Berenice Olea Escobar es el día 09, por lo que entonces es ilegal porque se hizo antes de que entrara en vigor el reglamento”, explicó.
Enfatizó Miguel Ángel Peraldí, que lo importante es que “el reglamento no puede estar por encima de la Ley Orgánica Municipal”, dado que el cargo del tesorero es designado por el Ayuntamiento “y no por firma de la presidenta”.
“Yo saliendo de aquí, me voy a notificarle a los tres bancos que faltaron por notificar el viernes de que desconocemos y, no solo eso, estamos reconociendo el auditor del Estado y al auditor especial de Municipios y Congreso del Estado, que estamos desconociendo la firma de Ángeles Berenice Olea porque su nombramiento, a todas luces, es fuera de la ley”, insistió.
En ese instante, intervino el extesorero Manuel Esquivel y fue ahí donde hubo intercambio de señalamientos.

Manuel Esquivel (ME): Entonces, síndico ¿está tratando de parar todo el pago del personal?
Miguel Ángel Peraldí Sotelo (MAPS): Es ilegal.
ME: Al hacer esto con los bancos, está tratando usted de parar todo, que todos acá no cobren.
MAPS: Yo solo estoy tratando de que las cosas se hagan conforme a la ley.
ME: Pero conforme a la ley sería la Auditoría…
MAPS: Por eso, por eso…
ME: Así de fácil, para qué hacer de la Auditoría…
MAPS: Usted no es empleado municipal, para empezar.
ME: Soy ciudadano y estoy opinando como ciudadano; están tratando de parar la Administración.
MAPS: No la estoy parando.
ME: Yo soy militante, soy ciudadano, como cualquier persona.
Mario Adrián Pérez Ibarra: ¿Y eso qué tiene que ver?
ME: Como cualquier persona, estamos opinando; soy ciudadano.
MAPS: No la estoy parando (la Administración). Estoy haciendo que las cosas se hagan conforme a la ley.
ME: Pues hágalo con la Auditoría.
MAPS: Por eso ya se les escribió.
Peraldí Sotelo, remató que contrario a la señalado por Itzé Camacho, su protesta “no es circo”, sino una forma de “liberarnos de responsabilidad los regidores y el síndico”. No vamos, dijo, “a cargar con la responsabilidad de que alguien está gastando el dinero del Ayuntamiento sin autorización”.
Al término de la discusión, el regidor municipal Mario Adrián Pérez Ibarra, se lio de palabras con el ex oficial mayor Ulises Emir Barajas Zaragoza y un exempleado de Tesorería Municipal, quien lo tachó de “traidor” y este le respondió de “corrupto”.
