Abre contraloría Investigación contra funcionarios y alcaldesa por presuntas irregularidades
Lázaro Cárdenas, Mich., abril 3 de 2019.- La contraloría municipal, a través de la jefatura de presuntas responsabilidades administrativas, dio inicio a las investigaciones necesarias para determinar responsabilidades de diversos irregularidades administrativas y financieras en los que se señalan a diversos funcionarios públicos, incluida la presidente municipal María Itze Camacho Zapiain.
Mediante oficio la citada jefatura dependiente de la contraloría municipal dio a conocer la integración del expediente CM/EPRA/14/2019, en él se declara “legal y competente para conocer e investigar las presuntas irregularidades de funcionarios públicos, denunciados por el síndico municipal el pasado 5 de febreros en sesión de cabildo, cuando se buscó se autorizara y aprobara la cuenta pública del cuarto trimestre del año anterior.
El jefe de la oficina de presuntas responsabilidades administrativas, Francisco Xavier Calderón Hernández, señaló que la investigación está dirigida de manera concreta, contra la presidenta municipal, Matías Itzé Camacho Zapiain, el secretario del ayuntamiento, Horacio Ramírez Pérez, el tesorero, Manuel Esquivel Bejarano, la oficial mayor, Leticia lejandre Palma, contra la titular de la oficina de protocolo y logística, Yésica Manzanares Navarro.
También de quien fuera jefe del departamento de reglamentos, Servando Jaimes Gómez, el secretario técnico de la presidencia, Adolfo Tovar Ontiveros (a quien dan título de licenciado) y contra quienes pudieran resultar responsables de haber ejecutado o ejercido un gasto no autorizado.
La investigación se deriva de los hechos denunciados por el síndico Miguel Ángel Peraldí Sotelo y que posiblemente constituyen faltas administrativas o delitos punitivos. Las denuncias fueron hechas ante los órganos de fiscalización del congreso del estado, que a su vez la turnó a la contraloría municipal como autoridad competente para que inicie las indagatorias correspondientes.
El propio jefe de la oficina de presuntas responsabilidades administrativas de la contraloría municipal, advierte que si bien las denuncias se presentaron por el síndico en esa sesión referida, no hubo acuerdo alguno para que la contraloría municipal investigara las denuncias de presuntas irregularidades, y no es sino hasta que la contraloría del congreso le turna el expediente con los señalamientos que pueden constituir faltas graves, no graves y generar responsabilidades resarcitorias, económicas y y recaer en ilícitos penales y administrativos
El expediente que se investiga tiene al menos 24 denuncias graves y no graves, que se refieren es del manejo de la nómina sin estar presupuesta, de personas que cobran y no asisten, quienes están en nómina, pero no asegurada, compra de refacciones sin respetar procedimiento, subsidios sin sustento al comité de agua potable.
También hay denuncias sobre pagos de obras inconclusas y algunas que no se realizaron del orden de los 34 millones de pesos, según lo detectado por personal de la sindicatura, así como la falta de firmas en contratos de proveedores que sin embargo están cobrando regularmente, entre otras muchas irregularidades denunciadas.
